Role Overview
The Assistant Manager/Senior Policy Officer will be a core part of Vasudha Foundation’s Climate Team and will support projects on India’s climate policy/action.The role is suited for candidates with a strong multi-sectoral understanding of climate mitigation, demonstrated experience in GHG accounting, and capability to blend quantitative and qualitative policy research and analysis. The candidate should have excellent written and oral communication skills.
The role requires prior experience in undertaking GHG emissions estimates and developing mitigation estimation approaches across sectors such as energy, agriculture, transport, waste, and industry. The candidate will work at the intersection of policy and data, unpacking government programmes into robust, mitigation estimates aligned with international frameworks (e.g., IPCC, UNFCCC).
Key Responsibilities
Quantitative Analyses, Research and Analysis
- Identify mitigation potential of schemes/ programmes i.e. translate policy interventions (e.g., RE adoption, electric mobility, micro-irrigation) into quantifiable emission reduction estimates
- Conduct research and quantitative analyses to develop methodological frameworks to estimate GHG mitigation and emission reduction potential from policies and programmes across sectors (energy, agriculture, transport, waste, industry)
- Apply and adapt IPCC methodologies, estimation approaches to the Indian context, as well as identify baseline scenarios, activity data, emissions factors, and attribution assumptions
- Ensure methodological robustness, transparency, and alignment with UNFCCC reporting requirements
- Assess latest literature, studies, and emissions inventories to produce high quality analytical outputs that inform evidence-based policy development, advance low-carbon development, and climate resilient growth
- Support and contribute to the development of climate action plans, decarbonisation pathways, and other climate policy products, as required
- Support the climate policy vertical’s sub-national work on climate planning
Knowledge Products & Communications
- Develop technical notes, methodological briefs, and reports
- Create presentations and visual outputs which are compelling, and visually impactful (e.g., infographics, policy visuals) and effectively communicate findings to diverse audiences
- Contribute to a growing pipeline of climate action-related outputs and project engagements
- Engage with key stakeholders including Government Ministries/ Departments/ Agencies, CSOs/NGOs, and academia as per project requirements.
- Coordinate with the team and stakeholders to organise consultations, meetings, conferences, field visits and focus group discussions.
Requirements
- Master’s degree in climate change, climate science/policy, environmental science, public policy, or related fields
- Minimum 2-3 years (for Senior Policy Officer) or 4-5 years (for Assistant Manager) of relevant work experience in climate mitigation space
- Should be familiar with India’s National Communications, BURs, UNFCCC’s Transparency Framework, and NDCs
- Demonstrated experience in at least one of the following:
- GHG accounting or inventory preparation and analysis
- Climate policy impact assessment or MRV frameworks
- Development of mitigation scenarios or decarbonisation pathways
- Strong understanding of:
- IPCC Guidelines and emission estimation approaches
- UNFCCC reporting and other international frameworks
- Sectoral mitigation pathways (energy, forestry, agriculture, transport, waste, etc.)
- Experience handling large data sets with good command of MS Excel. Experience with R, STATA, and other statistical or data visualization tools will be a strong advantage.
- Ability to communicate complex information clearly and concisely to a range of audiences
- Ability to work collaboratively across teams
