With a predominantly agrarian economy, a large population of small and marginal farmers, significant areas of seasonal fallow land, and a state increasingly battered by cyclones, erratic rainfall, and heat stress, the need for solutions that work for both food systems and energy systems is not a future consideration; it is a present one.

Vasudha Foundation, in collaboration with GRIDCO Limited, is working to translate this potential into actionable policy, developing the evidence base, institutional pathways, and implementation frameworks needed to scale Agri PV across the state in a manner that is inclusive, climate-resilient, and farmer-centric.

Through the District Climate Missions, Tamil Nadu is aligning local development priorities with its climate goals. Each district now shapes its own plan, grounded in data, responsive to its geography, economy, and communities. Our work supports the state in developing district-level greenhouse gas inventories, climate risk assessments, and decarbonisation roadmaps that guide real decisions on the ground. These policy briefs capture key lessons from this journey, offering frameworks and insights to help districts move from planning to measurable progress.

District Decarbonisation Action Plans

Tamil Nadu’s low-carbon transition is being shaped where it matters most — in its districts. Each district is developing its own decarbonisation roadmap, guided by data and grounded in local priorities.
The Carbon Neutral Hubs in the Nilgiris, Coimbatore, Rajapalayam, and Rameswaram show how climate action can take root on the ground, helping in  restoring forests, greening industries, creating solar livelihoods, and protecting coastal ecosystems.
Supported by Vasudha Foundation through data, analysis, and planning, these districts are laying the groundwork for locally designed, evidence-based climate action that can deliver tangible impact in the years ahead.
